January 18 Dr. Alwi Shihab, Minister of Foreign Affairs- Dr. Shihab appeared confident that the administration of President Wahid would establish democracy in Indonesia but that the effort would require "concrete actions" of foreign investors.  Otherwise, the fledgling democracy movement would be in danger. Dr. Shihab paid tribute to the American Indonesian Chamber's early support for Indonesia's independence in the late 1940's, and reflected on the many individual acts of Americans since 1945 in support of the Republic.   Imploring investors in the audience, Shihab said, "Don't take a wait and see attitude. A friend in need is a friend indeed". 
March 21   Tim Geithner, Undersecretary of State for International Affairs -Geithner said Indonesia was not the innocent victim in 97-98 of external forces nor is the IMF an arsonist pretending to be a fireman.  He believes emerging economies are vulnerable to new forces of risk, and a policy must be focused on creating a cushion or a safety zone.  Policy makers cannot just hope that the world will become less vulnerable to capital flows.  The national architecture of policy is much more important and promising than the international financial architecture. Geithner likes Indonesia's sensible and abroad economic policy and its new President and economic team. The problem is that there is a challenge to make the legal system and institutions such as IBRA effective.  The discouraging thing is that it is so difficult to move away from the legacy of the old regime.  He worries about rising US protectionism.
